The Makkah Pact: Three Powers, No Common Enemy
Saudi Arabia, Türkiye and Pakistan signed a collective-defence agreement in Makkah on 7 August. Its formula is deliberately forceful: an armed attack against one will be considered an attack against all. Yet the treaty’s operational provisions remain unpublished, while the signatories face different enemies, retain consequential ties with Washington and pursue economic interests that often pull in opposite directions. The pact may still reshape security from the Red Sea to South Asia—not by becoming a “Muslim NATO”, but by connecting Saudi capital, Turkish military industry and Pakistani strategic power.
A guarantee without a doctrine
Crown Prince Mohammed bin Salman, Turkish President Recep Tayyip Erdoğan and Pakistani Prime Minister Muhammad Shehbaz Sharif signed the Makkah Joint Defence Agreement on 7 August 2026. According to the official joint statement published by Pakistan’s Foreign Ministry, the accord is intended to strengthen collective deterrence and expand “all aspects” of defence cooperation.
Islamabad subsequently defined it as a defensive agreement, directed against no state and consistent with the right of collective self-defence recognized by Article 51 of the United Nations Charter. Deputy Prime Minister and Foreign Minister Ishaq Dar presented it as an instrument for protecting sovereignty, territorial integrity and national populations, not as a mechanism of confrontation. The language is categorical; the obligations behind it are not yet public.
The complete treaty, its annexes and any national reservations have not been released. The available documents do not identify a permanent council, an integrated headquarters, assigned forces, an activation deadline or a common definition of “armed attack”. They do not clarify whether the guarantee covers cyber operations, proxy attacks, ships outside national waters, overseas bases or critical infrastructure operated by private companies. Nor do they establish that military force would follow automatically.
That distinction separates a political guarantee from an operational alliance. NATO’s Article 5 is supported by a council, integrated planning, common standards, standing commands, exercises and logistics developed over decades. Makkah currently offers the promise; its machinery remains to be built.
Three different maps of danger
For Riyadh, the immediate threat map begins with missiles, drones, energy installations, the Gulf and the southern frontier. A strike against an oil-processing plant or Red Sea terminal can produce consequences far beyond the physical damage: lost export capacity, higher insurance premiums, disrupted shipping and a fiscal shock transmitted through global energy markets.
Türkiye reads the region differently. Ankara’s declared priorities include the PKK, its Syrian and Iranian extensions as defined by the Turkish government, instability in Syria and Iraq, and the obligations arising from NATO membership. Iran is a competitor, but also a neighbour, energy interlocutor and counterterrorism partner. On 30 January 2026, Foreign Minister Hakan Fidan, speaking beside Iranian Foreign Minister Abbas Araghchi, argued that the PKK/PJAK threatened both countries and called for joint action.
Pakistan’s principal interstate contingency remains India. The seriousness of that exposure was demonstrated in May 2025, when four days of military action ended only after the two Directors General of Military Operations agreed to stop firing and military activity on land, at sea and in the air from 17:00 on 10 May. The Indian government’s account and Pakistan’s official statement differ sharply over responsibility, but both confirm the ceasefire understanding.
Here lies the pact’s hardest contradiction. Pakistan may regard an Indian strike as the clearest possible test of collective defence. Saudi Arabia, however, maintains a Strategic Partnership Council with New Delhi. Prime Minister Narendra Modi and Mohammed bin Salman co-chaired its second meeting in Jeddah on 22 April 2025; a further India–Saudi Security Working Group met in Riyadh on 28 January 2026. Türkiye also has commercial interests to protect: India’s Foreign Ministry values bilateral trade at $6.88 billion in fiscal year 2025–26.
An India–Pakistan war would therefore be more likely to produce Saudi and Turkish mediation, defensive assistance and political support than their automatic entry into combat. The solidarity clause cannot erase the economic and diplomatic relationships surrounding it.
Iran presents the inverse problem. It is a central security concern for Riyadh, especially where missiles, drones, Iraqi armed groups or Yemen’s Ansarallah are involved. For Islamabad and Ankara, it remains a state with which borders, trade and regional diplomacy must be managed. Pakistan was still presenting itself in 2026 as a facilitator between Tehran and Washington. An explicitly anti-Iranian interpretation of Makkah would compromise that role.
Israel creates stronger political convergence but equally severe escalation risks. Pakistan does not recognize Israel; Türkiye has adopted an increasingly confrontational position toward Israeli regional operations; Saudi policy remains tied to the Palestinian question, Arab diplomacy and its relationship with Washington. A direct Israeli attack on a signatory’s territory would be difficult to leave unanswered. A strike against a non-state organization operating from that territory would reopen every unresolved question about attribution, sovereignty and proportionality.
The maritime imperative
The clearest shared mission lies at sea. Unlike India or Iran, maritime insecurity does not require the three governments to agree on a permanent enemy. It requires them to protect navigation, ports, energy terminals and crews.
The International Maritime Organization’s verified record listed 60 confirmed incidents affecting Red Sea shipping between 10 January 2024 and August 2026, including 58 by the end of 2025. A further 17 incidents occurred between November 2023 and 9 January 2024. Security Council Resolution 2812, adopted on 14 January 2026, extended the UN reporting mandate for Houthi attacks on merchant and commercial vessels.
Hormuz has produced an even wider emergency. As of 11 August 2026, the IMO estimated that more than 20,000 seafarers, together with port and offshore workers, had been affected by regional instability. Its evacuation framework moved 136 vessels out of the Gulf between 23 and 26 June—14 on the first day, 41 on the second, 51 on the third and 30 on the fourth—evacuating an estimated 2,900 seafarers.
These are operational facts around which a credible pact can be constructed. Saudi Arabia provides geography, ports and financing; Pakistan brings access to the Arabian Sea and established naval experience; Türkiye contributes naval platforms, unmanned systems, electronics and command capabilities. The first meaningful institutions may consequently be a maritime information-fusion centre, coordinated escort procedures, port counter-drone defences and common protocols for search and rescue, piracy and mine warfare.
Precedents already exist. The Royal Saudi Naval Forces and Pakistan Navy conducted Naseem Al Bahr 15 in the Arabian Sea, while the Royal Saudi Air Force participated in Anatolian Phoenix 2025 at Konya. These bilateral connections could be assembled into a trilateral exercise cycle more quickly than a unified land command.
Washington remains inside the room
The pact signals diversification, not separation from the United States. In November 2025, President Donald Trump and Mohammed bin Salman signed a US–Saudi Strategic Defense Agreement. The White House described America as the Kingdom’s primary strategic partner, announced future F-35 deliveries and an agreement for almost 300 US tanks, and said Saudi investment commitments in the United States had risen from $600 billion to nearly $1 trillion. The same package included civil-nuclear, critical-minerals and artificial-intelligence agreements.
Türkiye remains one of NATO’s 32 members. Its national forces and industrial assets can support the Makkah Pact, but Ankara cannot extend NATO’s Article 5 protection to Saudi Arabia or Pakistan, transfer classified Alliance information at will, or commit NATO-controlled capabilities without consensus.
Pakistan’s relationship with Washington is narrower but still material. On 4 August 2026, US Coordinator for Counterterrorism Gregory LoGerfo and Pakistani Special Secretary Nabeel Munir led the fourth US–Pakistan Counterterrorism Dialogue in Washington. Three days later, Pakistan signed the Makkah accord.
Trade reinforces these constraints. US goods trade in 2025 reached $36.8 billion with Türkiye, $24.6 billion with Saudi Arabia and $8.7 billion with Pakistan, according to the US Trade Representative. American exports to the three markets totalled respectively $20.4 billion, $14.1 billion and $3.3 billion. These flows sit alongside defence technology, banking, investment and export controls. None of the signatories has an economic interest in forcing a binary choice between Makkah and Washington.
The five-year test
By 2031, the pact is more likely to resemble a selective security coalition than a single military organism. Maritime surveillance, air and missile defence, counter-UAS systems, intelligence sharing, terrorist-finance controls and joint production can advance despite divergent geopolitical priorities. Saudi financing, Turkish engineering and Pakistani manufacturing could form a consequential industrial platform—provided the parties settle ownership of technology, export licences, source-code access and dependence on controlled foreign components.
The warning signs will be equally concrete. Repeated summits without a permanent council; exercises that remain bilateral; joint ventures that never enter series production; contradictory statements over India or Iran; or refusal to assist after an unmistakable attack would hollow out the guarantee.
The positive tests are harder: publication or authoritative clarification of the treaty, an emergency consultation procedure, a joint attribution mechanism, interoperable maritime and air-defence exercises, logistics agreements and funded production programmes.
Makkah has altered the region’s diplomatic geometry. It has not yet created a common military doctrine. Its relevance will be decided in command rooms, shipyards, radar networks and budget documents—and, eventually, by the first crisis in which one capital asks the other two what “an attack against all” actually

Article 51: legal authorization is not an automatic war mechanism

The most defensible five-year conclusion is that the Makkah Pact will probably become more operational than a symbolic declaration but less integrated than NATO.
